Are factory short barrels still choosing reliability over shootability because of their heavy gas setups?

Yep. A lot of short barrels you get from the factory are over-gassed so they’ll function with weaker ammo. That keeps them reliable but it also makes the recoil feel sharper, there’s a reason they make adjustable gas blocks.
